Water used should be free of impurities and should be of purifying quality, and can be considered so if he doesnt know it to be otherwise for certain. If water is unavailable or is not pure one can perform Tayammum instead. Wudu is often translated as "partial ablution", as opposed to Ghusl, or "full ablution" which is nesseciated after having sexual discharge, menstruation etc.
